The financing of important services provided by the welfare state, such as health, education, social services, and housing, is the responsibility of autonomous communities. Over the past four decades, there has been significant constitutional development that shifted from a centralist state to a federal model. This proposal aims to change the current system by allowing Catalonia to collect all taxes and make dual contributions to the state to fund services in the region and support other communities with less fiscal capacity. The initiative emphasizes principles of loyalty, solidarity, and equal rights for all Spaniards.
