The Israeli Ministry of Defense has issued a tender for the acquisition of 20,000 M4A1 automatic carbines, with the option to purchase an additional 20,000. The tender terms stipulate that at least 51% of the carbine’s parts must be produced in Israel, and assembly must be done exclusively in the country. This marks a shift from the IDF’s previous practice of purchasing small arms from the United States using American military aid funds.
The reason for this change is to mitigate the risk of an arms embargo, with the Ministry of Defense opting for in-house production whenever possible. Another condition of the tender is that only parts requiring no special import permit can be imported. Currently, there are three Israeli companies – IWI, Emtan Carmiel, and Silver Shadow – that meet the Ministry’s standards for firearms production. The Ministry plans to select two winners based on the tender results.
